CARBON TAX SUBSTANTIATION STATEMENT

As a registered generator within the National Electricity Market, Secure Energy Pty. Ltd (Secure Energy) is required to estimate how much it will save in costs this financial year due to the carbon tax removal, and will pass on to its electricity customers. We have estimated that there will be no savings. It is also likely that Secure Energy will have no electricity customers in this financial year.

Secure Energy has registered a 1MW standby diesel generator with the Australian Energy Market Operator (AEMO) as a non-scheduled market generator in the National Electricity Market. Over the past financial year this generator has operated for a very limited period and generated very little energy. Because of this Secure Energy is in the process of de-registering the generator and withdrawing from all activities.

As Secure Energy is not responsible for the purchase of the fuel or other costs associated with the generation but pays a fixed fee, plus a usage fee, both established before the introduction of the carbon tax there will be no cost savings for Secure Energy that have been, are, or will be, directly or indirectly attributable to the carbon tax repeal and that have been, are being, or will be, passed on to its electricity customers during the financial year that began on 1 July 2014.

This is made even clearer when it is understood that Secure Energy is expecting to withdraw from full operations within the near future and, in any event, Secure Energy as a non-scheduled generator does not have the ability to set or otherwise influence the price it would receive from the National Electricity Market.

This statement has been prepared in accordance with Sections 60FD and 60FE of the Competition and Consumer Act 2010.
